Just out of curiosity, I looked up Florida's laws concering
tethering and chaining. This is what I found:

No, dogs are not allowed to be chained in Florida
without meeting certain conditions:

* AGE: It is illegal to chain a dog under six months old.

* TETHER: The tether must be designed for dogs
and not weigh more than 1/8 of the dog's body weight.

* COLLAR OR HARNESS: The dog must wear a properly-fitted collar or harness.

* WATER, FOOD & SHELTER: The dog must have access
to water, food, shelter, and dry ground at all times.

* WEATHER: The dog should not be tethered outside during extreme weather.

* MULTIPLE DOGS: Multiple dogs must be tethered separately.

* CHAIN TYPE: Chain, choke, or prong collars are not allowed.

* TETHERING TIME: The dog should not be chained continuously
for more than one hour between 9 AM and 5 PM

* OWNER PRESENCE: The owner must be present while the dog is chained.

Some counties have laws that are even more strict.
