Just out of curiosity, I looked up Florida's laws concering
No, dogs are not allowed to be chained in Florida
* AGE: It is illegal to chain a dog under six months old.
* TETHER: The tether must be designed for dogs
* COLLAR OR HARNESS: The dog must wear a properly-fitted collar or harness.
* WATER, FOOD & SHELTER: The dog must have access
* WEATHER: The dog should not be tethered outside during extreme weather.
* MULTIPLE DOGS: Multiple dogs must be tethered separately.
* CHAIN TYPE: Chain, choke, or prong collars are not allowed.
* TETHERING TIME: The dog should not be chained continuously
* OWNER PRESENCE: The owner must be present while the dog is chained.
Some counties have laws that are even more strict.
